The OMB Circular A-123 regulation (also known as “OMB A-123″) was introduced 2004 by the United States Office of Management and Budget (OMB), and has been continually maintained and updated to reflect the dynamic changes in business environment. The OMB Circular A-123 regulation is aimed at defining the management responsibilities for internal financial controls in order to achieve the objectives of effective and efficient operations, reliable financial reporting, and compliance with applicable laws and regulations. OMB A-123 requirements are similar to those contained in Section 404 of the Sarbanes-Oxley Act. OMB Circular A-123 applies to all federal agencies, addressing all Federal Chief Financial Officers (CFOs), Chief Operation Officers (COOs), Chief Information Officers (CIOs), and program managers.

Ensuring compliance with the OMB Circular A-123 regulation is an important organizational task, which requires ongoing management of compliance data. The compliance process is continuous and needs to be repeated periodically and closely monitored.
